Understanding E-Ligtas Layers & Functions
A comprehensive guide covering routing priority colors, facility capacity badges, GIS hazard layers, and citizen emergency reporting procedures.
Citizen Onboarding & Emergency Reporting
Sign up or authenticate your profile to broadcast live community hazards and activate verified emergency alerts.
Create Account
Head to the Citizen Sign Up page. Enter your full name, active mobile number, and select your registered Barangay for verified municipal shelter routing.
Log In to Dashboard
Sign into the Citizen Command Dashboard to activate auto-GPS navigation, view your household profile, and access direct emergency broadcast forms.
Report Hazard
Encountered a flood, landslide, fire, or impassable road? Verified accounts can drag an affected radius pin, attach live photos, and broadcast reports directly to LDRRMO.
Missing Person
Publish search flyers across the community network. Subject to the 24-Hour Protocol check, with immediate exemptions for vulnerable persons.
Evacuation Centers & Routing Priority Indicators
When your location is acquired, the system calculates the three closest facilities and highlights them with distinct routing paths.
Nearest Evacuation Center
Highlighted with a thick green route path and glowing green icon. This is your primary recommended shelter with the shortest travel distance.
Secondary Backup Facility
Displayed with an amber route line and icon. Recommended if the primary center reaches maximum capacity or faces localized obstructions.
Tertiary Backup Facility
Rendered with a red route line and icon marker, serving as an alternative fallback shelter option across the municipal grid.
Facility Capacity & Occupancy Status Badges
Monitored live by barangay officials via the Admin Portal under a strict limit of 30 families (120 individuals) per center.
Available Capacity
The center is below 80% occupancy (under 24 families checked in). Fully open to receive evacuees.
Approaching Limit (80%+)
Between 24 and 29 families are sheltered. Slots are filling up fast; consider alternate backup centers.
Maximum Capacity
Reached the strict 30-family limit (120 individuals). New check-ins are restricted to prevent overcrowding.
Hazard Mapping Overlays & Color Codes
Toggleable geographic shapefile layers loaded dynamically onto the Leaflet mapping engine.

How E-Ligtas Works in Real-Time
High-Accuracy GPS Fallback
Instantly detects user coordinates using browser geolocation with automatic fallback to municipal centroid coordinates or manual map clicks.
Weather Speed Penalties
Dynamically scales travel time calculations during active storms or inclement weather conditions to provide realistic walking and driving estimates.
One-Tap Emergency SOS
Direct telephone linking buttons for the LDRRMO Hotline and Binalbagan 911 dispatch right from the bottom control sheet.
